The Foundation

On May 28,2018, Republic Act No. 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, was signed into law amending. Republic Act No. 9485. Republic Act No. 11032 addresses one of the government's 10 point socio-economic agenda, that is, increase competitiveness and the ease of doing business.

PROJECT ELO 2.0

System Integration

To ensure faster and more efficient transactions, the city government of Paranaque signed a Memorandum of Understanding with the Department of Trade and Industry (DTI) and the Department of Information and Communications Technology (DICT) for integration in the processing of business permit application. The system intergration allows the city to determine in real time the validity of the DTI Business Name Registration of the applicant without the need to submit copy of their DTI Registration.

PROJECT ELO 3.0

The Smart Portal

The project has embarked on a system upgrade called Project ELO 3.0 or simply Project ELO Online. It focuses on online and no contact transactions with the City of Paranaque through maximizing the use of information technology systems and innovative solutions to novel problems. It continues to guarantee continuity of government operations even during the pandemic and future proofs the city for future crises. The components of Project ELO Online are: online appointment and scheduling system; use of ELO (Express Link Online) and EMV cards; digital payment or online payment; use of public key infrastructure such as electronic signatures; use of courier and delivery service; enhanced website presence; connectivity to government agencies; and electronic Official Receipts, Permits and Licenses.
